It’s not racist. The issue is that many people take for granted their proof of citizenship. They may not have an official birth certificate. Maybe their parents kept it. They lost it. They lost in fire and a house. They had to leave the house abruptly due to abuse. The cost of obtaining documents from the government $30 maybe for each document,marriage license, divorce decree. That adds up for someone who doesn’t earn a lot of money. It’s a poll tax for women.
